In spite of the Tsar's reforms, a riot has broken out in Moscow. While the aims of the mob are unclear, it seems that they're rather unhappy with the status quo.
The local army forces, under General Lavrenty, have ordered martial law upon Moscow, in an attempt to try and break the riots. They will arrive in the city later this week.
In an attempt to appease his people who are, thus far, loyal, the Tsar has introduced a reform to the Senate to bring electricity to Russia.
However, the Grand Duke is recalling his men from Austria-Hungary just to be sure. It is expected that all Russian forces will be home before June.

Slavia would be willing to send the 1st Guards Division to Russia to help with this rioting, but with a poor economic state and a shortened food and raw material supply, Slavia must put every man it has into consideration to get itself back onto its feet.

Up to five German infantry divisions and three German cavalry divisions are available to be placed within Russia, should the need arise.
